When I had a problem with this recently (hi Urs ;), that file's
pointer to the "attributes" file and in there
"undeclared_charset=" has helped me.

As for which values to put for this and your tinrc var
"mm_network_charset", up to your system and preference, I go with
"ISO-8859-1" and "de_DE" for LC_CTYPE, LANG=C.
