Well I've recompiled tin with --disable-locale and that is a
workaround for the moment although I realise it isn't a perfect
solution.

I don't think it's the undeclared_charset issue as I was trying to
look at posts with extended characters in that I'd posted myself with
a valid ISO-8859-1 character set.
