Tin 1.7.3 Headers Question

I have the following item in my headers file:

# Add extra header lines to mail/news messages.
# ie.  Organization: Bits & Bobs Inc.

And, it seems to be adding the:

# ie.  Organization: Bits & Bobs Inc.

line to all of the outgoing news articles.  How come it is reading that 
line with the "#" comment character in front.  I believe this started with 
either 1.7.2 or with 1.7.3.
