This is the speed at which data will flow via the USB bus. That means not much for a flash device, because this technology defines the final write speed.

Maybe set dirty_background_ratio to 1 (%), so that accumulated dirty data will be flushed early. It may slightly improve things. Other than that, nothing can be done about the popup.
