        That's incorrect - Current fully supports epoch 'newness' in
packages, because it uses the RPM library API to determine the relative
newness of one package over another.

        The problem is just what was described at first - wait for the
mirror to catch up.  Rsync can do some interesting things with file
existence and such, from what I've noticed - my general rule is to never
do anything inside and rsync'ing directory tree until the rsync
completes.
