Encryption plugin compatibility between RC 18 and RC 19.7

Using the encryption plugin, is it possible for an RC 19.7 client to 
connect to an RC 18 server?

If not, can an RC 19.7 client connect to an RC 18 server if they are not 
using the encryption plugin?
