winvnc api to list current clients?

I have a little program which changes my windows wallpaper every few
minutes.  This causes a lot of network traffic when a vnc client is
connected.  Therefore I would like to add some smarts to my wallpaper
changer program to be quiet in this case.  How would I go about
finding out if clients are connected or not from a program?
