One reason is that OSXVNC sends quite a bit more data (3-4X) than 
Windows VNC (any version) does.  I suspect that this may be due to 
OSX's more graphically rich environment.

See if there is a way to disable OSX's fancy Window and GUI effects. 
Use a more compressible background.  These will make the Mac Mini 
faster for normal use as well.
