What does the "FNPA in practice" text imply?  That nodes find and
connect to FNPA-compliant nodes automatically, avoiding the use of
non-FNPA-compliant nodes?

It makes sense and seems like the only way to make this kind of peering
agreement work but I wonder if there are practical examples of this
currently in use.  Is there software available that we could reuse in our
images?
