I think a possible solution is to come up with a hardware/software dsl
modem that has both a private, and a shared ssid by default with a
nocat splash on the shared one.  Make it simple for anyone to setup.
Additionally it could probably use some windows software gizmo to make
it even easier to setup than the built in web page.

Now even once you have something like this created you need to get
them into homes.  The way to get them in to LOTS of homes is to come
up with a business plan that helps Qwest, or Verizon if they would
only ship modems that share.  Perhaps the promise that their customers
would get the benifit of not just a fast connection at home, but a
fast connection everywhere in the city.  Not only that but have VPN
built into the thing so that they can get to their home private
network too.  That is something they can't get with Comcast.
