PSU moves pubnet to NoCatAuth

I first heard this from Dave Jensen. Portland State University has a
campus wide wifi network called pubnet - essid 'pubnet.pdx.edu'. In the
past, I was never able to get a login page of any kind - probably due to
MAC filtering. I happen to be on campus and I tried again, up comes the
familiar nocat login prompt, with the nocat auth logo next to the PSU
logo.
