Signal "percentages" are unfortunately a very unreliable measurement  
of signal quality, usability, and overall signal strength. You're  
likely just seeing a lower percentage due to a higher level of  
interference/noise. The way to test here is to use netstumbler or  
something like that to give you overall signal strength of the AP as  
well as competing sources on nearby channels. If you find a  
significant level of interference, it might be wise to change the  
channel of the AP to something a little less congested.
