Including URLs linking to the pix is preferable for three reasons, off-hand:

1) One can choose to click on a link, but email attachments are 
downloaded without direct user action (albeit subject to the ability of 
some MUAs to do so).  This is basically the soda-straw analogy above. 
Though this is a list about wireless, some may read it from a dial-up 
link at times (or even often).

2) Not all MUAs will display attachments properly.  Yours might, but can 
you say that about the MUA for every reader of the list?

3) You don't have to be on the list to read the wiki.  Thus, posting the 
design details and pictures on the wiki (with a pointer to the mailing 
list) will reach a wider audience.  Other community wireless groups can 
link to articles and pages on the SWN wiki, search engines will cruise 
through, etc.

I am aware that the mailing list is archived and the archive is 
available via a web interface, but I doubt the attachments are also 
archived.  Additionally, the archiving process has broken in the past.

As for the attachments per-se, I'm not sure its a "no no" of any scale. 
  The etiquette portion of 
http://www.seattlewireless.net/index.cgi/MailingLists doesn't mention 
anything about attachments.  Of course, its a wiki, so this may soon 
change.  :-)

In direct answer to the original query, it seems likely to me that one 
or both of Ken and Matt are 'moderating' the list.  Its also possible 
that messages to 'mailman' aren't read at all.
