It looks like you have a WRT54G (or similar device)...anyway...

The better signal is the stronger one...it has a higher dBm value.  As
these values are negative, the -71 dBm is better than the -77 dBm figure.
I'm not sure how to use the join command as you request (assuming client
mode), however I do know that if you were using WDS mode that you specify
the other AP using the wireless MAC address and the SSID is ignored.  (WDS
can connect to APs on the same wireless channel that have different SSIDs).
