The devil is in the details. These licenses will be under Part 90 of the 
Rules. There is no Wi* equipment certified in Part 90, so new type 
acceptance filings will be needed for any equipment to be used in this 
service, so there is no chance that any existing equipment can be used. 
Until we learn what FCC will require for new certifications for this 
equipment, it's anybody's guess what contention-based protocols will be 
acceptable.
