Unless you are looking at some subsidy I would not recommend it.
In a few years the big telcos will switch to IP-telephony
when they replace their present digital systems.

Buying used payhones on ebay.com and converting them is
the best way.

A public telephone usually have to take its fair share of abuse,
so it is better to go with a field tested design.
Such a Payphone could be connected to an Asterisk IP-device and connected to the net.
