It turns out that my account was incorrectly provisioned for "national 
access" only.
I didn't have access to the higher broadband speeds.
The tech support at Verizon was pretty good at diagnosing this.
Changing the provisioning via the customer service department took a 
little bit longer.
Now I'm getting download speeds in the 200kbps  to 500kbps range.
That's with 4 of 5 bars of signal on the VZManager applet.
Much better....
