I believe those cpu recommendations are for the case where the Internet connection is 100mbits/1 gigabit, and the MonoWall is supposed to firewall/filter/traffic shape the whole 100mbit/1 gigabit. If you're on a home cable modem connection you should be fine as they're usually in the 4-8mbit downstream/384-1mbit upstream range.
