I've seen a similar van here in Pasadena, CA around 6 months ago with Michigan plates. Vehicle, antenna quantity and lcd description are almost identical. I was next to him at a stoplight and I asked him what all the equipment was for. He said they were mapping wireless in the area for a WISP. He was confused when I asked him about wardriving.
