How to setup a Welcome splash screen

Hello, My name is Mike and I am new to the list but not new to the website. I visit it often to find info. I live in Michigan and have a wireless AP connected to my home network. I have broadband internet on my main computer and share it with the rest of the network including the AP. All the computers are running Win XP except for a smaller one that runs Mandrake 9.2 which I am learning. I leave the AP in public mode and I do not care if people use the internet (I live in town). I would however like to have a simple welcome screen pop up when they first open their browser to tell them that the internet is free and not to abuse the privilage and perhaps something that would log their presence in a text file on the server somewhere.
