reloading html anchor (#) referenced pages

I just noticed, i can surf on
http://europa.eu.int/scadplus/leg/en/cig/g4000r.htm#r3

but clicking the reload button offline leads to a wwwoffle order request for
http://europa.eu.int/scadplus/leg/en/cig/g4000r.htm

Clicking once more on the reload button (seeing the order request page) reloads the original page, but apparently without stylesheets (at least, it's a very basic design now without background and colors).

Again, one more click, and voila: The order request page.

Click again: The original page (with stylesheet/layout).

And so on, in order.

The page seems to be cached alright as 
http://europa.eu.int/scadplus/leg/de/cig/g4000r.htm
- i can reload it from the index.

The same behaviour for all scadplus pages.

I must admit, after three years with galeon i don't feel like i'm maintaining my browser :|
