Hmmm, maybe "former pages that might have been valuable to the user,
but we are not sure about" could be put in e.g.,
/var/cache/wwwoffle/temp for a configurable amount of time, with
appropriate notices when first trying to read the page, etc.

Hmmm, the user would have to manually scrape it out of there, but
I guess it is better than the all or nothing approach.
