[zebra 22900] zebra configration

Hi all, I met a problem just now.When I wanted to telnet localhost 2601, 
there was a error message:"Vty password is not set", I had changed the 
zebra.conf.example to zebra.conf.there are two lines in this file:
    password zebra
    enable password zebra
so what is the problem of the erro???

I did it like this:I compile it on my host system, then I copy the bin 
files, man files, configuration files to the target embeded system. and 
"zebra -d" can work fine.Also I try to create a file vtysh.conf in the 
folder /usr/local/etc/. and the content of this file is:
    username zebra
    password zebra
    enable password zebra

but the problem is the same, did some one face the same problem before??
