According to the CVS comments:
- Fix bug #964908. Now correctly detects libresolv on AMD64 (what I did)
- Added some experimental netlink stuff to track changes in network 
config. To try: configure --enable-netlink. Must run as root to re-init 
interfaces.
- Bugfix in info.c: do not advertise addresses on links that are down.
(the later two were added by Andreas Hofmeister, about a year ago)
