And to be clear, I don't believe anyone is proposing this. I.e., going from a /56 to a /48 would require renumbering, most likely. To provide for an expansion, the ISP would need to hold the entire /48 in reserve. I don't believe anyone is proposing that (and I'm not sure we should).
