Actually I tend to disagree here.  

In a deployment environment where the ISP provides the CPE, and the end 
user doesn't care, rolling out IPv6 could be done purely from the ISP 
side - "ship an IPv6 capable CPE, turn on RAs on the local LAN, have 
MacOS X / Windows Vista autoconfigure v6".  

User will get v6 without needing to care...

(Of course this requires decent IPv6 infrastructure on the ISP side, which
seems to be very much lacking for this specific class of ISP...)
