Election Delay

[For almost a year now, an Assistant Professor of Philosophy at UVM, would
remark during discussions of electoral politics, that in the shadow of
September 11th there is no reason why the Department of Homeland Security
(DHS) could, in an act of eager pre-emption, simply declare the slightest
possibility of interuptting and deposing a goverment engrossed in
war-making to be a national security threat and raise the DHS threat
advisory to red alert, institute martial law and call the elections off
for another 4 years.  Cause what kept them from stealing the election the
first time?]
