2 questions about titration

I'm sorry it's taken me a few days extra to finalize my titration section. In preparing it, I have come up with a question: 1) According to the Wikipedia entry for Phenolphthalein (http://en.wikipedia.org/wiki/Phenolphthalein), this chemical turns to pink when the reaction has become heavily BASIC. I was previously led to believe that it turned pink when the pH had become neutralized. Perhaps someone can clear that up for me.
