At that price point, you are looking at either an early 80's Benz with a
lot of miles, or early '80s VW, same deal (e.g. early Rabbit or Jetta or
Rabbit pickup). And it may limit you to fairly dinged up cars or some
minor/major problem to deal with shortly after purchase.
You have to get to around $3K+ (on the VW side anyway) to start getting a
decent car in the Seattle/Portland market now, due to demand. You might
have better luck looking Boise/Spokane/Eastern OR/etc. if possible but
there will be less cars there too of course.
An example is my old '85 Jetta diesel - paid $2800 for it, and sold it 7
months later for the exact same amount, after putting 8K more miles on it.
Like the old air-cooled beetles (sadly not diesels), these cars tend to
stay about the same in value once they get to this point due to current
high local diesel demand, comparative scarcity, and (especially
considering their age), durability.
