Please define "won't turn over", as that phrase has different meanings to different people. Do you mean it doesn't crank, or it cranks normally but won't start? In any case I doubt it's a GP issue, because in this weather it should start with zero glow plug activity. I second the battery suggestion. Before you spend money on a mechanic, go to a parts store and spend a few bucks on a battery terminal cleaning brush. Take the cables off the battery, clean them up and make sure they are nice and tight when you put them back on. Also make sure it's actually charged...
