Biodiesel in the news (bad / good?)

So I was reading a new Portland Tribune article and about fell out of my chair.

Let me know what you think of this and how you interpret the two
articles. Personally I think that write-up by the DEQ is great and
answers alot of tough questions for people interested in following
regulations. They even cover the use fuel tax requirements, epa
gotcha's, etc. As well as a silly federal spill reporting requirement
that encompasses all "oils" regardless of biodegradability or
toxicity.
