Things to do on site

Tom's ideas about what to do at the site are ok, but I am acting as the 
contact with the DEQ and City of Milwaukie.  I haven't seen anything 
more than the letter from the city to Brian.  If there is new 
information from the city, please let me know.  There is no time crisis 
with DEQ or the City of Milwaukie - I have talked to both fellows who 
were at the site.  They want a plan from us, but not within the 30 days 
stated in the letter.  The deadline had to do with moving the Blue Sky 
pump and removing the rat harborage - concrete and brush piles - I know 
Seth has called for work party help to take care of this but as of 2 
weeks ago there was no progress.

Building the cover for the outside processor area was nixed by site 
group earlier this year.  If we want to revisit this decision, lets 
discuss it at a meeting.  I am available many weeknights, but am doing 
some traveling again with my new job.

Any containment needs to have a way to deal with rain and flood water 
and safely dispose of water that accumulates.  Plastic under gravel 
doesn't meet any codes and can't be checked for accumulation or leaks.  
Currently we are thinking concrete containment basin.  DEQ technically 
has no jurisdiction in the matter (but could in the future), and says 
they will be cool with whatever the fire marshal asks for.  I have 
reviewed the fire code and containment issues and don't agree with Tom's 
interpretation of the containment requirement.  It is more like 100% of 
the volume on site plus 10% or 24 hours of maximum rainfall but we 
should discuss with the fire marshal.  Having everything lashed down in 
case of a flood is at least as important.

Currently it appears we will tell the city we expect to have 4k to 8k 
gallons of veg oil & bioD on site and need to demonstrate to them we 
understand how to safely store and use it.

I have no heartburn with a temporary shelter, but it may need to come 
down when the complete site plan is developed.  I can't say if the coop 
wants to spend funds on this project, especially if it is temporary.

We DO need a solar air heater for the drying system......
