This may sound out in left feild, but I've been working on ford diesel for 20 years. I say change the filter and see what happens. Not only is it cheep(less than an hour of diag at any shop), but it wouldn't hurt either. maybe before you change the filter open the water drain and see if anything comes out. Constricted fuel filters can cause your injection pump to starve for
pressure and can cause poor mileage. Biodiesel cleans your fuel system
out, but the crud gets caught in the filter. However if he can switch
back to diesel and get his normal mileage I would say the filter isn't
it.

Excessive amounts of entrained water in the fuel can also give poor
mileage, but usually not that bad .. Crystal clear homebrew can often
have 2000ppm of water which is 5 times beyond spec. I would still
think that wouldn't make too much of a difference.
