PMPC armenian translation basically done

Hello, folks.

my name is norayr,
today i was at the conference, the words "ai ai ai" were in the air, and to not waste time, i got out the laptop and translated pmpc page.

what i did:

* pulled the PMPC
* copied en.toml to hy.toml
* translated.

my main question for now is: should i add hy.toml and push it to origin, to the new branch? i can call it 'hy'.
then our team can review it, update, and then we can tell you that you can merge it to master?
