Updated translators information page

Dear translators, Dear proofreaders,

Together with Richard and Nico I have updated the current translators 
landing page: https://fsfe.org/contribute/translators/

It is now shorter and gives clear instructions how to start a 
translation or proofreading for the FSFE. You can test this out by 
creating a translation for the updated version of the translators page :)

If you encounter any problem in the process, I am here and more than 
happy to help. So feel free to reach out to me.
