I know nothing at all about this, but an internet search suggests that
"Path to download to." may be correct.

https://reuse.readthedocs.io/en/stable/man/reuse-download.html may be
relevant.  This page describes itself as being "reuse 6.2.0 documentation"
and describes the functionality within Reuse for downloading licenses using
reuse-download.  It has a copyright notice from 2017.

There are two relevant options for reuse-download.

Licenses are generally downloaded to one's LICENSES/ directory, but use of
the -o or --output option permits one to specify a different file TO WHICH
to download.

A different  option, --source , permits specification of the file FROM
WHICH to download.

So I would expect the help file to offer both the "to" and "from"
explanations.  I do not have knowledge of git to enable me to say which
feature your line 136 is describing.
