Timeline headings capitalization

I would like to discuss the consistency  (or otherwise) of the headings.

There are two common approaches to capitalization of words in headings
in English.  The simple approach is to capitalize the first word of
the heading and nothing else except names or other words that would be
capitalized in ordinary English prose.  The much more complex approach
is also to capitalize all words that are considered important.  (Of
course, some heading choices such as "Launch of FediGov" conform to
both approaches.  A very few other headings, such as "The FSFE issues
a Position paper on OER," do not conform to either.)

Glancing at the headings on https://fsfe.org/about/timeline/ , I see
both approaches being used, with the simple approach strongly
predominating.

However, there are three policies available for this page.  In
addition to choosing to follow either approach, it would be a
perfectly appropriate policy to use both approaches, thereby providing
variety in the headings (as is done now).  What should the policy be?
