I'm afraid you'll have to go all the way to Germany to find the culprit...

When you rename an object, Plone calls the manage_renameObjects method
(/CMFPlone/PloneFolder.py) which is tied to the famous 'Modify portal
content' permission. The 'Modify portal content' permission setting for
editors and reviewers is State-dependent. You have the permission while the
object is private or pending, but it's taken away for published objects.
Otherwise those could be edited (because 'Edit' is also ruled by the 'Modify
portal content' permission), and we decided not to allow editors to edit
published content.

Try this: Retract the PARENT FOLDER of the item the name of which you want
to rename (no matter whether this is a folder or a document - it's the
PARENT who has to be private) and then rename the item.
