I answered a similar question about 10 days ago to Tejaswi. Unfortunately, I
always delete my own messages... so I have to think about it again...

The most important Permission in this environment is called "Modify Portal
Content". When you have this permission, you can change the order of
documents, rename them etc. etc. This permission is state-dependent (as you
suspect in another message that you've sent us recently). Right now, our
policy is that on a published folder, this permission should not be given to
editors. This is why they cannot change the order inside a published folder,
for example. By retracting the folder, they regain this permission and can
mess around as they like, but then they have to re-submit it.
