True, there would be all kinds of spamming implications I'm sure but
this is only one option put forward - within the 'total chaos' method of
enforcing copyright on the Internet - Allow the Internet to do its thing
and be a location/medium for unrelenting idea exchange, with a kind of
surcharge.  Flawed idea maybe, but a start to getting Internet copyright
happening more fairly?   

The 'total control' method as put forward by US copyright groups
involves a loss of privacy, so I'm not really of that - loss of
anonymity on the Internet and so on is just opening the door to a highly
regulated, commercial (TV style) mass media device.

In the current free for all where users can basically download anything
known to man with a little know how (not much).  Not good for authors,
many of whom turn to voluntary payment schemes and so on to recoup their
efforts, so something needs to be altered!

Enforcing copyright in the digital age is a conundrum for sure, I just
don't want my emails read and Internet activity monitored in the name of
author's rights!
