The FSEDU project seeks to reach that goal.

I know this far too well. Even the distance learning course require you
to use expensive books to get the consumable content from. They require
you to answer the questions directly from the book, and you are not
allowed to copy those questions on to the web because of copyright law.

That is the reason why we need a consumable database, so that the
distance learning courses will have a pool of free workbooks, example
and questions to reuse.
