I'm not sure what exactly the laws are here in Washington, but I do know that during a recent move from Seattle to Bothell, when I was clearing out a bunch of 10 year old modems, sound cards, and other strange looking boards whose purpose I've long forgotten, I was able to take them to Re-PC in the SoDo neighborhood. They'll take a reasonable amount of boards free of charge, and they'll get them to a recycler. CRT's, on the other hand, are not so easy to get rid of. I paid $15 apiece to have them take some 15" and 17" monitors, and $20 to have them take and old larger TV. (Incidentally, it turns out that Waste Management, the solid waste company here in Bothell, will actually make special pre-arranged trips for electronics -- including CRT's -- a few times a year, free of charge.)
