dynamic address blacklisting

Howdy folks,

It seems lots of stuff (esp cableco's) doesn't register on the most used
DUL rbls.  Even though companies like Cox & Comcast appear to be fairly
responsible wrt rwhois and/or swip, it's a hell of a chore to isolate
their dynamically-assigned addresses.  Why they don't block outbound smtp
from such is beyond me.

Just wondering if the legwork in isolating & listing these dynamic nets
has already been done.
