RE: slightly off topic

IT sounds to me more like a bad connection at the mains or in your
panel.  You may want to have your electrition disassemble and clean the
connections, using a high quality anti-corrosive grease.  I have seen
problems very similar form dirty/loose mains connections.  Look for hot
bits in your panel or other wiring.  If anything is dropping half the
voltage for a NOC ohms law demands that it will get very warm.
