Don't these things have any markings on them other than 100A?

Checked that.  They were all tight.  All we did was reset the "fuse" and
everything came back.  This device, whatever you decide it is, didn't
seem to drigger until we generated more than 100A of draw for about 5
minutes.  All phases of the main were live, and I checked connections.
Everything was tight.

I think you have something else going on.  Such a device wouldn't be a 
fuse.  It would have to be either a resistor that could dissipate half 
of the power (think large and with a huge heatsink) or a diode, triac, 
or some other type of thyristor.  Not the type of thing one would 
normally find in a fuseholder.

I would look for one phase opening up or possibly a floating neutral. 
Make sure all of the connections are tight.
