One message you're saying you have 220v mains (implying single phase 
utility service with a center tapped transformer giving you 110/220). 
This message you say you normally have 208v, which would imply 3-phase 
utility service, which is 3 legs of 120v, any two of them being 208v 
together since they are out of phase.

I would suggest having an electrician check things out. Sounds very 
disruptive and possibly dangerous/damaging if it continues to happen.
