Re: Data Center Facility Costs

I changed the title a little to reflect the changed conversation about the 
cost of running a data center.

Anyway, are there parts of the country where the cost of running a data 
center are substantially cheaper? Maybe where the cost of power is 3 cents 
per KW or maybe where the climate is cooler and you can just open the doors 
(figuratively speaking) to cool the servers. Since electricity seems to be 
the greatest operating cost where's the best place to locate a DC?
