Re: Data Center Facility Costs

Any place where power generation is not 100% based on fossil fuels.    
Hydroelectric and nuclear are the two most prevalent large scale  
generation technologies in use today.   It appears that the Pacific  
northwest is a good area for that sort of thing.  As for climate,  
free cooling using outside air is a good idea but be sure that any  
datacenter that does that is taking appropriate steps to filter and  
deal with moisture content.

There was a place that claimed to be 100% solar powered, but they  
seem to have dropped off the map (solarhost.com).
