"opening the doors" to cool the NOC is a nice idea, but it really
doesn't work in practice.  Here in the great white north we often have
-20F temperatures, which you think would be great for cooling rooms, but
in reality it turns out that to use outside air you actually would have
to de-humidfy, heat and then re-humidify the air before you let it blow
on your servers.  In practice letting your HVAC take care of it is
really a less troublesome and less costly option for a small to
mid-sized NOC.  I have often wondered about having a long tin tunnel on
the roof to duct air through to pre-cool it without opening the
environment, but not being an HVAC engineer I am sure there are reasons
beyond my ken why they don't do that.  

If you were just cooling people then bleeding and mixing outside air to
lower room temperature would work, but people are a lot more forgiving
than electronics, which worry about things like static and condensation
and environment stability.
