As was quoted to me in two different forums, (total power draw / "IT" 
power draw) is typically 1.6 to 2.5.  You're saying it's 1.75.  I chose 
a middle-of-the-road estimate, 2, since the math was easier.

At 1.75, you're talking $208 to manage (and yes, I'm changing 
terminology from "cool") that $276 draw.  $484 in direct costs leaves 
little margin on a $500 cabinet to pay for real estate, batteries, 
security, cabinets, etc.

And it's not necessarily the HVAC contractor.  If there's condensation 
dripping or flowing out of the CRAC, something's not tuned right, and it 
might not be the contractor.
